At present, law in Texas states that any entity-individual or business-that wishes to provide cable or video service in the state must apply for a SICFA. Individuals or businesses currently holding a municipal franchise must file for a SICFA no more than 16 business days prior to the expiration of the present document, as it is not permitted to hold a municipal franchise and a SICFA at the same time. Those who do not hold a municipal franchise at present, however, must simply apply for the certificate prior to providing any cable or video services.
