Mining activities in the state of Texas are monitored by the Surface Mining and Reclamation Division of the Railroad Commission of Texas (RRC). Under the jurisdiction of the Texas Surface Coal Mining and Reclamation Act and the Texas Uranium Surface Mining and Reclamation Act, the Surface Mining and Reclamation Division is authorized to enforce state laws and regulations as they pertain to the mining industry.

Such enforcement includes groundwater-monitoring requirements, which focuses on determinations of subsurface water quality and analyses of common inorganic groundwater components, as well as records of trace metals found at the site. Miners also require permits to conduct drilling projects, use blasting methods, or explore for uranium in the state of Texas.
